General principles

Digital integrity and data protection

Article 21A of the Constitution of the Canton of Geneva (RSGe A 2 00, Cst. -GE) on the right to digital integrity provides for the preservation of the digital integrity of individuals, the protection against the abusive processing of data related to digital life, security in the digital space as well as the right to life offline and the right to be forgotten.

Data protection and transparency

The cantonal authorities strictly observe the provisions of the law on public information, access to documents and the protection of personal data.

Right to access documents and personal data

The right of access granted by LIPAD allows any interested person to access documents in the possession of institutions, except as otherwise provided for by law.
In particular, individuals may request in writing to the Offices of the State of Geneva to be provided with data concerning them and, where appropriate, to update or rectify them. Request to see, rectify, complete or destroy the data concerning me.

Security measures
  • Encryption of transmissions

Transmitting information over the Internet is generally not completely secure, and we cannot guarantee the security of your data transmissions. Any data you transmit is at your own risk.

In order to guarantee the confidentiality of the data exchanged, in particular during the session of an online service, this site uses a 128-bit SSL certificate. This certificate also makes it possible to verify that your computer communicates well with the Geneva State server. We advise you, for all confidential transactions, to check that you are in contact with the servers of the State of Geneva. Confidentiality policy

This section describes the privacy policy in force on all sites and sub-domains of ge.ch.

Statistical analysis of attendance

When you visit our website, the servers automatically record general information about your browsing, in the form of cookies, which allows the continuous improvement of the site.

Cookies are text files placed on your device and associated with a web server, which create a session and facilitate your navigation on the site.

The statistical analysis of this information is carried out by an internal system, whose data is stored in Geneva on the infrastructures of the Cantonal Administration, using the open source software platform Matomo.

The data collected is anonymized and we do not analyze individual journeys. We do not share collected information with other organizations for commercial purposes, and do not share it with other sites.

The information collected is:

  • the anonymized IP address of your computer or connected device: the last digits of the IP address are not processed, which does not allow the user's location to be identified and is intended to ensure transparency;
  • the date of your visit;
  • the URL of origin upon arrival on the site;
  • the type of browser you are using;
  • the operating system of your computer, the resolution of your screen;
  • the domain name of your internet service provider;
  • the time you spend on the site;
  • the time spent on each page visited;
  • what you click on each page visited;

During your first visit to our site, a message will allow you to accept or refuse the deposit of cookies on your device.

Statistical cookies are stored on your device for a period of 100 days. The information collected is kept for 24 months and is stored on a local secure server managed by the Cantonal Office for Information Systems and Digital Technology.

Managing your data

In addition to the technical data mentioned under Statistical Traffic Analysis, the only personal data that we store is that which you decide to provide to us yourself, e.g. when requesting a certification or responding to a survey.

When you subscribe to a topic (dossier, blog, newsletter, etc.), only the email address is collected and is only used for the purposes of the service requested. Access to this data is limited to authorized cantonal administration personnel. You have the option to unsubscribe from each communication.

In addition, as a telecommunications service provider, the State of Geneva has a legal obligation to keep for at least 6 months the data relating to traffic and billing recorded during online transactions, in application of the federal law on the surveillance of correspondence by post and telecommunications (LSCPT, RS 780.1). The data concerned are the same as those mentioned under Statistical Analysis of Attendance.

Disclosure of your information

We may share your information if we have a legal obligation to do so, or if we need to comply with or enforce our terms of use and other agreements between you and us. This includes exchanging information with other state services for legal reasons.

Usability

Security updates

We regularly carry out maintenance operations (functional updates, security patches), which take place on Mondays or Thursdays between noon (12 pm) and 2 pm (2 pm). These actions may make pages unavailable from time to time. We apologize in advance for the inconvenience caused.

Authentication systems for e-procedures

You can benefit from various authentication systems that allow you to manage your services wherever you are. Here is the two-step authentication mechanism that has been put in place: the user authenticates himself with a username and password, he enters a single-use login code (communicated by SMS, by voice message or by an authentication system) whose validity period is a few minutes.
